Making change: words vs. action

For someone who regularly reminds voters that making change "isn't about making a speech," Hillary Clinton chose a curious way to lead off the section of her campaign website that touts her record as a women's rights champion:
Hillary's historic statement at the United Nations Conference on Women in Beijing in 1995 that "women's rights are human rights" still echoes worldwide.
I guess a "statement" can "make change" even if "a speech" cannot.
